DETERMINATION BY CONSENT

1. Upon hearing the parties and by consent it is ordered pursuant to Rule 39 of the Tribunal Procedure (Upper Tribunal) Rules 2008,
(a) the decision of the First-tier Tribunal dated 31 December 2013 by First-tier Tribunal Judge T Hollingworth is set aside,
(b) the appellant's appeal against the decision of the Entry Clearance Officer dated 19 December 2012 is allowed under paragraph 281 of the Immigration Rules,
(c) the Entry Clearance Officer is directed to grant to the appellant entry clearance.
2. Having regard to the agreement between the parties and the requirement for the appeal in the Upper Tribunal to be disposed of, this appeal is allowed.
