DECISION AND REMITTAL
1. After considering the grounds of application, the grant of permission to appeal and the response under ruled 24, I wrote to the parties on 4 December 2018 proposing the course of action below and indicating that submissions to the contrary would be considered if received within 21 days. No response has been received.
2. I now set aside the decision of the First-tier Tribunal for error of law as identified in the grant of permission and remit the appeal for a fresh hearing before the First-tier Tribunal.
